I can't open port 21 on Ubuntu 16.04.
I have this with sudo ufw status:

But when I run nmap with my IP, I get this second image:

Which shows that I do not have ports 2O, 21, 990 or 40000:50000 open. Any solution?

Try some different types of scanning with nmap. If there is no service listening on a port and handling connections a more comprehensive scanning technique might be required to determine the state if the port.
