This talks about the methods to install Python packages, within that page there a methods to install it to a directory, then install the package from a directory. you can use another machine with access internet to download the package, transfer the package, then install the package. What have you tried to solve this problem?

You would of course have to make custom changes to the installation script.

I didn't find which packages I need to download and I tried to find any helpful thing after your comment but got confused, I need some clear steps to know those packages, where to get them. And will try to install it. @Rahmound

What packages are required can be determined by what the installation script (the included .bat) does.
