I am having issues with very slow internet speeds in Mint 19. This is a fresh install on a new laptop. Speedtest.net indicates speeds of ~29 Mbps in Windows 10 and ~2 Mbps in Mint. When attempting to install using apt the download rate drops to 40 kbps. Installing with the Software Manager generally fails due to an internet failure. I tried turning off IPv6 with no resulting change.



My laptop is new and the following is a link to the page where I purchased it. Everything is original with the exception of an added 16 gig stick of ram.

The other solutions that I have found deal with upgrading apt to apt-fast but I haven't found any that deal with slow internet for the machine as a whole. apt-fast may help with updates but not the general problem so I don't think that will solve my current issue.
