USB drive and RAID enclosure - Access lights never turn off

I have a mini computer running Debian with a USB thumb drive and RAID enclosure plugged in. When I turn on the computer, both USB devices light up and stay lit. That is, the small LED on the thumb drive is constantly lit, without flickering. Likewise, the LED labeled "access" stays lit on the RAID enclosure, without flickering. The LEDS stay lit and I can hear the two HDDs spinning from when I turn on the computer to when I turn it off.



Neither device is mounted. They stay lit whether I mount or unmount them, and the drives never spin down completely. Neither device is in fstab. This is a fresh Debian installation.



I never really noticed until recently, but it doesn't seem right. Neither drive is being read or written to.
