You may have noticed that the hp 8th gen laptops which have DDR3 rams still with 8th gen processor are probably without a DDR5 graphics card (Maybe there are some exceptions). So the laptops are not intended for gaming but for everyday usage which are not ram intensive.
The another reason is the skyrocketing prices of DDR4 ram modules which are mostly double of DDR3 rams.
So they are still using DDR3 rams with 8th generation laptops.
