Im having a weird issue with my WoL I can't seem to figure out.

Im using the app Wake On Lan to send the magic packet to my MAC address while on the same network from my phone.

When I send the packet after putting my computer to sleep, it wakes fine. If I shut down my computer, it does not wake up unless I first turn off the PSU or unplug the computer and plug it back in. After doing that, sending the magic packet turns the computer on as expected.

For my ethernet adapter:
Ethernet adapter settings

I've also disabled fast startup in my Windows settings, and have enabled "Power On By PCI-E/PCI" in my BIOS.

Any idea how to get my computer to accept WoL after shutting down through Windows?
