ISP “Block” due to torrenting only on one Wi-Fi network

How to troubleshoot intermittent and irregular connection errors on home network (preferrably Mac client)Two routers on the same networkDoes a limited bandwidth homespot affect the bandwidth of my personal network? What is the maximum connections practically supported by a 2.4 GHz router? Is the external IP of my wireless Router my WAN IP / Public IP address ? if not then what is it?Network faster than ISP offersmaking one network with ISP modem & own routerDifferent modem and router IP addressesNeed computer hooked up to ISP modem be able to access devices on separate network subnetSys Routing Table Router: Destination IP, Gateway IP and Public IP are different, something unusual?

I'm Receiving a splash page from my ISP saying, more or less, that I've been blocked. Splash page only occurs when connecting to my 2.4 GHz wi-fi network (on multiple computers). 5g and Ethernet network can connect just fine on multiple computers. If I change DNS server information on a PC connected to my 2.4 GHz network I'm able to browse. Modem/router are separate and both are provided by my ISP.

This is more of a curiosity than anything (currently studying for network+). How are they doing this? Shouldn't my WAN Mac/IP be the same from their perspective? Wouldn't a block be applicable to everything on my LAN sending traffic from my router/modem (unless the block is some type of configuration change within the router itself, which I don't see)?

Can anyone satiate my curiosity and clue me in on what might be occurring here?
