I want to create multiple accounts without raising suspicion on a website which is known for being aggressive with people who try to multi account.
Tor and VPNs are no option. I was thinking about a using a different static proxy for each account.
Would using the same proxy service and different IPs give me away?

Not only would using the same proxy service give you away (because the proxy endpoint(s) IP addresses are likely to be re-used, but even if you use different proxy, many/most proxies will provide your actual IP address details as part of the way they work (using the X-FORWARDED-FOR header). Further, even were you to use proxies which don't carry this information, the site could make use of heuristics to detect you based on a raft of other factors including but not limited to time-of-use and various fingerprinting techniques for your OS and network.
