My company has recently started experimenting with Power BI and we have established a Power BI Report Server. I'm able to post to the server as expected, but have no ability to manage and set row level security. Is there a specific role that I need to have? My Power BI reports are currently based on flat files from Excel. I saw this particular excerpt on the RLS page for Power BI Report Server.

"You can define RLS only on datasets created with Power BI Desktop. To enable RLS for datasets created with Excel, you must convert your files into Power BI Desktop (PBIX) files first. Learn more about converting Excel files."

https://docs.microsoft.com/en-us/power-bi/report-server/row-level-security-report-server

I am assuming this is referring just loading up an Excel file on the report server that I wouldn't be able to apply security, but it is slightly open to interpretation. Any thoughts?
