I'm experiencing this issue at work. We have a computer, (Windows 7, Lenovo ThinkCentre 0806C5U), which has a keyboard and mouse connected to it through USB. They work just fine (at first), but will randomly freeze up as we move the mouse around. Then the mouse jumps to wherever it SHOULD be based off of where we move it. Similarly, if someone is typing, it will stop displaying the letters in the text field for a couple seconds, then fill all of them in at once. We at first thought it was a display issue, like maybe the moniter was freezing up and then updating, but we determined that was not the case. We saw movement on things like video and loading screens while we moved the mouse around, and the arrow froze. So we are unsure of how to proceed.
Some more information: This computer previously belonged to a programmer who has since left the company. He had a great many programs and services in place that we don't know how to edit/recreate, so formatting the computer and starting over is, unfortunately, not an option. Also, we have tried using a different mouse and keyboard, and a different USB port, but all of these things result in the exact same behavior: sporadic burst of movement before freezing up for several seconds. Also also, we have the UltraVNC service on that computer, and we can use that to use this computer. When we do, it behaves normally. No strange lagging issues from keyboard or mouse, which is how we've been accessing information from the machine.
Any advice/help you all have would be greatly appreciated. I can get more information if asked. I'm not sure what's important.
